    Mudras have a built-in mini-self-GCD. This is by design, because when Ninja first came out they didn't have that and people who lived close to the datacenter (read: in Japan) were able to do far, far more DPS than other ninjas. So they evened it out.

    It seems they may have went to far in the other direction IMO.
