They do that for PS4 and they're unfortunately gonna have to do it for PC, which as Layla pointed out has already been shot down by Yoshi-P. My best advice is to maybe find someone on the Balance Discord who is on your Data Center who'd be willing to check your parses - or a friend on PC who doesn't mind helping you out.
It would actually be easier to request that it’s allowed for people to talk about parsers in pre made PF parties.
I don’t think there are any mods/add ons on consoles for any game.
I don’t see the harm in joining or making a PF and saying “we’re parsing, you will be parsed”.

It's like in ffxi with the windower addon for pc. Ps2 player got nothing like it. So they were never able to benefit from the addons it provided.
Yea I have to rely on my friends parser lol it’s hard to improve if you don’t have the proper tools to test things. *shrugs* us poor PS4 players
They should just add an official parser on both platforms and allow community to police it self.
If anything people with extremely bad DPS will at least get a chance to step up their game instead of just getting kicked without knowing the reason like its happening now.
As for crybabies/special snowflakes who get offended when someone mentioning their low DPS, i don't see anything stopping them from /blocking the big bad person who "harassed" them.

As a player who quit mid HW and came back during the end of SB, I'm still surprised they haven't added:
1. an official in-game parser
2. an official in-game voice chat
I've been wanting these features since ARR these are big problems for PS4 players... in previous expansions communicating with other players are key especially when doing savage content and playing with a mix group of PS4/PC players. Also being able to see how much damage each member in your group is doing you can see which members are falling behind and need to improve, if they added these features for PS4 players it would increase the % of players clearing these content as it would most likely improve players as some don't even know if they are playing their job correctly or to the maximum. Also some PC players probably don't like using third party tools so an official one would benefit them as well.
Looking to join a static or creating one yourself also gives you a huge disadvantage as a PS4 player as less players are going to join your static or let you join theirs if you can't communicate with them on voice-chat. Parsing is the same as well as I used to be a leader of a static but was never able to tell which members are lacking behind others and you can't really improve as a team as a whole if someone doesn't point that out.
As long as they make it so players can opt in or out of joining a parse during content or in-game voice chat because not everyone is comfortable in doing so then I don't see any real reasoning as to why they haven't already added them.
