Super illegal deck + perma-Chaos, he's a fun one
I think the best regional rule you'll get against him is Fallen Ace (never saw reverse or ascension, checking in daily until I got the drop)
Oh yeah, NPC can apparently have as cheesy cheat decks as imaginable (or unimaginable). Why players can't? Well, whatever... got the card finally, yay. Winning itself was easy - just frustrating rinse and repeat - rules were Reverse + Chaos.

I don’t know how into triple triad you are but you seem to be new, so let me say this about NPC decks and why this method of getting cards is flawed. I apologize if you’ve just come to vent about how absurd some of these NPC’s are.
NPC’s don’t follow normal rules, after reaching 60 cards you can only have a one 4 or 5 star card in your deck at a time, with as many 3 star cards as you want. But NPC’s can have as many 4 or 5 star cards in their deck as the devs want. So you’ll get ridiculous NPC’s like the Serpent Commander who have good tier decks with accompanying rules that are better for them then player.
Why do they do this? Likely to keep people invested in triple triad by having them farm for over 8 bloody hours on some cards, (not my experience but I’ve read horror stories of some people farming for ridiculous hours such as those and I 100% believe some cards could take 8 hours to get) but the thing is that’s not fun and thusly is not gonna keep tons of people invested. There will inevitably be some who go through those ridiculous crimes but most (such as myself) will just stop playing outside of PC matches and the occasional NPC match. And this grinding is especially bad because you gain almost nothing as a reward, see, the reason why grinding in previous FF games and in similar JRPG’s was fun is because your stats are constantly improving with the grind, getting you closer every hour to a perfect party, On getting triple triad cards, all you get is a extremely low amount of MGP and maybe a duplicate card that you can sell for around 500 and that absolutely is not enough to make the grind tolerable because your time is wasted by playing triple triad over and over and over again, and it gets boring facing the same NPC with the same deck for hours on end with little to nothing in the way of a reward.
It seems that way sometimes. The one in Eulmore is particularly annoying. Plus + swap isn't a bad rule set, but it seems like this particular NPC is meant to counter everything I throw at it.
Edit: Either I've been very lucky or they made that NPC 10 times worse. Not just 2 rules now, it's 4. One of them is roulette. Great...
Yes its meant to frustrate you to the point of rage quitting. Then just before you about to shove your hand though the screen you get that card your blood pressure drops and you squee like a little girl in a ribbon factory.
Also, according to this website, he has less than 1% chance to drop his card, so... Yeah.
Never liked that NPC anyway. I still don't have the card because I decided to go check other NPCs and come back to this one eventually lol
