The order they're in (with the higher priorities further down the list) suggests that's intended. It's supposed to cycle through each of them, or rather each one that exists, in order to end up on the last one that exists. It seems like it should work.

Could it occasionally be making you target enemy #1 an instant before someone else in your party kills enemy #1 (or whichever one it ended up on)? That might end up making it look like it ended up on nothing targeted. It's also a scenario you wouldn't have seen in solo testing.
