could make it 3secs, even though it'd cover 3GCDs just ramp up its Damage and bleed to Suit :P, could be Awesome to see it happen. put it on a 30sec CD and a 35 sec Duration (to cover the fact u'll need to first Reuse it and then wait the 3 seconds for application)
