Part of the benefit of Yaten and Gyoten is that there's no need to use them on cooldown for more damage, they're always a damage gain to use them when appropriate but otherwise it's not like Shoulder Tackle/Dragoon's jumps where leaving them sitting unused for too long is a loss. I do like the idea of them stacking if only because of the existence of Titan's ATV necessitating some rapid gap closing regardless of them having a Kenki cost or not. If they did remove the kenki cost, the potency on them should go also so you'd always have them up which would be a fine change I suppose, though Enhanced Enpi would need to have its effect changed also as it could still end up being a potency gain to backstep on cooldown. Theoretically they could just implement Kenki earlier also and that would work fine.

Removing Meditate causes Samurai to lose a sizeable amount of Potency during phase transitions. It should stay. Shoha is fine as is too, just trade it with Seinei or Tsubame Gaeshi in the leveling curve and you won't see a third of the complaints about it. Or don't, there really isn't anything wrong with it, and the devs did say that they were trying to get away from significant game changing skills being at level cap so you could actually be accustomed to your rotation.

Tsubame Gaeshi should either be instacast, or you should be able to sit on it until you use your next Iaijutsu. It's awkward to be rooted for two GCDs on a Melee, but as it exists now it isn't exactly job breaking either. You just have to delay your Iaijutsu a few GCDs occasionally to get in a safer spot.
