The basic idea is that blocking is a % chance (not sure of the exact number off the top of my head) to reduce incoming damage every time you take damage, much like parry (and it's checked before parry chance when calculating damage, so technically speaking PLD has better innate mitigation than other tanks, though the difference isn't that big). How much damage is mitigated depends on the strength of your shield, so better shield = higher % damage blocked. Shelltron guarantees a block for the duration of the effect, so 6s at lvl 80. This basically makes Shelltron the equivalent of WAR's Raw Intuition/Nascent Flash, DRK's The Blackest Night, and GNB's Heart of Stone, in that it's a mitigation tool on a short cooldown (you'll generate enough Oath to use Shelltron about every 23s or so) used to supplement other mitigation cooldowns you have, whether to stretch out your cooldowns during large pulls or to stack with others when dealing with a tankbuster.
