If they just give Foe's back in this state for this expansion and then expand more on the more song and utility aspects in 6.0 and later expansions this will work out. It gives Dancer it's time to shine, let's Bard get a bit more of it's support identity back, and also allows them to not mess with what is a very fun and solid DPS rotation next expansion.
I'd be fine with an MP cost if it functioned like the old Sprint. Make it an oGCD where you activate Foe's to burn all your MP to increase nearby enemy damage taken by 3% with a duration of 1s per 1k MP used. Burn all your MP early on in the fight during the opener when everyone is lining up raid buffs for a full 10s of increased damage, do a mini-Foe's of ~5s to try and push past a phase change like the old Soar Skip in Zurvan Extreme, activate another mini-Foe's to line up with a later burst phase when Battle Voice is on cooldown, etc. We'd get our damage utility back which is a plus, and it would also require us to put some thought into things and be more attentive to the rest of the party for the best results. Granted you'd still get Bard's that only use it when at max MP, or Bard's that completely forget to use it altogether, but a good Bard would be able to look at a fight and the mechanics and figure out how best to use it. I think that would be interesting to see, though I imagine quite a few people would still find it annoying to use.
