I can be pretty sarcastic and my humor can be a bit dry at times, and I've also vocalized my irritation with other players when they were being legitimately rude, causing problems, etc. and have so far received not even a warning. It may just be because the people I interacted with didn't bother to report me, but I assure you you're not going to get banned for being like "sweet, cool, that was sick" when you wipe or something. Some guy got super mad at me for commenting on wiping on the first boss of Dun Scaith, when I said "it's 2019 and we're still wiping on this" or something, and he was super irritated the entire time even after I stopped talking, but still I received no ban or anything.

It's important to remember that the ones being like "oh you can't say anything anymore" to make you think you can't talk in chat at all are probably guaranteed to say something ban-worthy anyway. Sarcasm is fine. A report does not equal guaranteed punishment. The GMs don't just see a report and ban the person, they look into it and consider the best course of action. If people were banned for just making a legitimately harmless joke, I'd be banned for life right now. It's okay.
