The error message is because there is indeed restrictions on this forum based on what level your character is in the game as mentioned in this official post (which really should be stickied on the main page for the benefit of new players as it's long since become lost among later threads - I only know the link from having bookmarked it at launch).
As your character level is only level 13 ARC sadly it limits what you can do here. The least amount of restrictions are for level 50 and above.
The posting restrictions don't apply to New Player Help and the Technical Support forums however.
Not sure why they would need to do that as alot of the time when I'm not plying I hang out on the forums of the various MMOs I play. And currently it is showing I'm lvl 19 yet for my main it is currently like lvl 36
It was because back during the Beta Test the Beta Test Forum became inundated with lots of new testers joining who were a little bit too zealous and assailed the Beta forum with spam, "hello world!" and flame posts, and made the Beta forum a nightmare to use, so SE implemented those restrictions there, and then, once the Beta test was completed and the game was launched officially, they must have decided to try and avoid a repeat of that nonsense by implementing similar restrictions here on the official forum (which until that time was for the original version of FFXIV that ARR replaced).
Sadly, once again a minority of foolish people ruin things for everyone else: "this is why we can't have nice things" and all that.![]()
