Why do tanks have so many skills?

This is why tanks are being dumbed down more and more with each expansion.
Next expansion i expect us to have 6 abilites, 1-2-3 combo, 2 defensive cool downs, (insert cool down here)

and I guarantee the average tank still won't use their full kit
