NPC Missing for Main Story Quest, Cannot Continue

In Search For Alisaie:

It wants me to talk to Cassard, but he has already teleported to another part of the map that I cannot access. This prevents me from completing the main story quest.

■Steps:
1. I took both “In search of Alisaie” and “In search of Alphinaud” quests
2. Then I went and finished quest “In Search of Alphinaud”
3. The quest ended up in Crystarium with “Crystal Exarch” and “Alphinaud”
4. When quest ended there was no follow up quest to take quest just ended. For i already have “In Search of Alisaie”
5. “In search of Alisaie” tells me to go to Amaro Launch to meet “Cassard”
6. When i get there the NPC is not there not around they're just missing.
7. If I click the quest to show me where he is it shows him already in Amh Araeng.
8. There is no way for me to get to AA without him.(trust me i have tried)

There was another post about this problem by Player : Gaza767 on the forums. I have the same problem.
