Small tweak for RDM

RDM has always done poorly compared to other casters, as they bring a instant Rez’s (unless it was removed.)

They make up their low dps in their strong presence in progression.

It’s why a lot of casters carry one as a prog choice and then use their mains when more familiar with the job.

Their resses aren't more instant than SMN, they're just largely unconditional outside of MP drain.

RDM's primary reason to lose so much DPS is because RDM has the strongest caster support, at an average of +6% physical damage for 20 seconds every 2 minutes, versus SMN's 5% all damage for 15 seconds every 3.
