    Edit Note: My character on the forums is not one I mostly use, this is not occuring on Gilgamesh (that I'm aware of lol), but I will not specify, just intend to bring it up as an issue.
    Hunts were never designed around a server army showing up to them and have always been first come first serve. Yoshida said this before and even with an immunity system there's always going to be that one person that loses it.

    Honestly with all the arguments about hunts and early pulling over the coarse since the system was introduced I'd be more inclined to support a claim system more then anything else now at this point just because it's getting old.

    Or if they want it to be smaller group content, reduce respawn timers to being an hour or 2 not a dozen or 2.

    The super long respawn time along side the very high count achievement (with noteworthy reward) pretty much force created the issue. There's a reason you don't really see B rank callouts.

    I think just making the hunt take significantly less damage for the first minute or two of combat would help.

    Not to mention that would allow them to consistently get through a full cycle of their mechanics before they die.

    Or just make traveling faster. Whether that means more places to teleport related to hunts, faster mounts, flying in ARR zones, etc.

    The problem is, hunts are not designed like FATEs. Take a look at what happens with FATEs. You have a weather change, timer, level syncing, needs a large number of people to kill, and for ShB areas you have a chain of fates that lets you know it's about to spawn. This all points out to them being designed as a server kill. But if you look at hunts, the only thing now that you have is a message about a powerful hunt mark when it spawns. And can actually be defeated by a single full party. So they're not designed to be only downed by a large number of players like FATEs. The S ranks in ShB areas die in less than a minute, while FATEs can last from 5-10min depending on the number of players. So this different treatment from FATEs point out to hunts being "free for all no rules" kill.

    I usually get there to find 0-1 players nearby, and this is on an overstuffed server. This happens so often that I don't even bother going to investigate unless it's nearby in the same zone and instance.

    If there are enough to kill it then it was enough time.

Personally, I'm a fan of what I (and probably no one else) think of as "The Balmung 2," which means you have around 2 minutes from first call to arrive at a hunt before Soul Jah gets bored of waiting and pulls it. Keeps hunts really efficient, and the people who are actively helping to scout and spawn hunts generally aren't the ones missing them anyway.
