I don't think it's going to happen, at least as a free service.
Since they'd need to copy whatever data exists of your character to all the data centers for it to work, waste of server space I'd say (specially considering how many servers are already full). But maybe something like a new kind of subscription that gives access to other data centers for a slightly higher monthly payment.
Unlikely world wide but I can see it happening on a regional level. From what we've been led to understand, at least on a regional level all the servers are in one centralized location - potentially even right next to each other in a single room at that. It isn't impossible to imagine them eventually hooking everything together one day, provided SE as a whole funds the attempt. Which is in essence probably the biggest hurdle given how much begging Yoshi-P apparently needed to do to get the last round of upgrades.
I'd like to visit the Japanese Data Centers.
If the World Transfers plummet all of a sudden then SE might consider enabling worldwide visits, they'd loose nothing!...
