Viera is supposed to be the tall amazonian race as detailed in the lore surrounding the race.

The Viera have always been tall. Making them shorter would literally go against the race.

The issue here is that if they scale them shorter things are going to start looking 'off' based on their current proportions. You can only scale so much up or down before you need to render in new assets.
