So when people say "there's a lack of endgame content" they are using the common meaning of the word, not the meaning you think it ought to be.
Even then, endgame does not imply difficulty setting or format. It only refers to the final stage of a game. Only, in an ongoing game like an MMO, it is slightly modified to specify where the game takes a pause in some way like reaching temporary level cap.

Level 80 MSQ is endgame content even though MSQ itself starts at level 1. And things like crafting can also be part of endgame content even if crafting itself also starts at level 1 (or level 10 if you count your first DoW/DoM class) because there is part of crafting that can only be done at level cap or is done for the purpose of helping with doing other endgame content.

While leveling itself is not endgame content, having multiple jobs at level cap for one character means more tools for your character just like getting optional gears, and it feeds into gearing for those additional jobs and completing endgame quests that require different roles or different jobs and provides variability to doing endgame content, which lengthens the time you play endgame content (aka level cap content).
