When you reinstalled the game, did you remove the locally-saved files (located My Documents > My Games > Final Fantasy XIV)? This usually isn't deleted when reinstalling the game. Be sure to make a backup of this just in case removing it doesn't resolve the issue.
You may also want to try a clean boot. Simply open the task manager and select the 'Start up' tab. Disable everything here and restart the PC. This will make sure that no background processes are interfering with the game.

And no i didnt removed the locally-saved files, i have to try it too.
