How much clearer can I be than "from a player in Japan"? Even if that wasn't clear enough, the next question has "from a player outside of Japan", so the context alone should tell you that I'm talking about two different scenarios.

I'm still not seeing where he's saying .3 seconds is one way. It's also pretty clear to me he's talking about all potential clients, not just ones in Japan. He's using a number that more or less covers all players.

I'm not denying that any hacks exist, I don't know where you're getting that from. However, Yoshi is completely right when he says that he cant put the client in charge of more things for the reason of preventing cheating. Every piece of information you trust the client with makes it easier to cheat. Any existing hack is based upon information that the server sends to the client and/or that the client sends to the server. You can't (easily) hack something that is kept and managed on the server.

I just guessed reponse time to be .3 as well, which gives us .6 = 600ms which is CRAPPY.
Let me reply to this since you edited it in.
"From a player in Japan" was not a reference at all to whether I was commenting on the trip being one way or round trip. It was a reference that both the client and the server were in both in the same region.
Whether the 0.3 second trip was one way or round trip is also irrelevant, because it's too damn high. Round trip average for a game client and a dedicated, local server should not exceed 150 ms, or 0.15 seconds. Anything above that is considered slow in the gaming industry nowadays.
