Action bar timers are always off, any ideas?

Hey all.. For as long as I can remember whenever I change classes and now jobs the timers will always be off ranging anywhere from 2-5 seconds off. i.e: Swiftsong recast is 10sec, when using the ability the recast will be @ 6sec, and when the ability shows that it's ready I cannot actually use it until the extra four seconds have elapsed.. Does anyone know what could be causing this? It's a tad bit annoying and if I don't notice the timers being off / how far off they are it becomes a nuisance. Any help would be greatly appreciated.

This issue has been reported several times, i.e. HERE, and is currently being investigated. I guess there are reports at Japanese, German and French forums aswell.

In the meantime, you can somehow resolve this issue just by logging out and log back in. I know, annoying as hell, but well...
