Proposed fixes to Monk

I would prefer RoF and Brotherhood be on the same CD and 90s isn't too bad. I think a good compromise could be 25% damage increase and zero speed reduction.

The reason the chakra proc was nerfed was because of our lvl 74 trait, deep meditation II with brotherhood gives me sometimes 3, even 4 forbiddens during a burst phase already. What takes all the wind out of sails is when I'm paired with a caster in 4m content, brotherhood basically does nothing then.

This is a major issue, and for me, in a burst phase FB should be ready to be woven in constantly with its 1sec cooldown, to replace the ogcds we lost. 3 or 4 FBs based on group comp and luck is stupid and we should be given back some control over this.
