These glitches appear on and off, I have DX11 crashed once, I switched to DX9, but the problem persists.

The game is still playable, even after some time the symptom alleviated, but it's all luck.

I've also deep cleaned my 2070 driver and installed a new one, it remains the same.

Not sure if it can be much else. Here are some things you can do however:

Downloading the latest drivers is recommended: https://www.geforce.com/drivers but you said you've already done that. Also updating BIOS, updating Windows through Windows Update and making sure no Windows/Directx files are corrupted is a good place to start. But it does seem that your GPU is dying =[. Would try these things first however.

For the corruption issue you can run Command Prompt as administrator and type "sfc /scannow". Windows will check for any errors in the system files.

Ps: Installing GPU drivers clean is best done through "Display Driver Uninstaller". The "clean" installation through the NVIDIA installer doesn't do much.

looks like a broken gpu, i know gpu's give weird graphical anomalities when something is wrong with them, could be a faulty card, having trouble in other games too? I remember i used to have a GTX 970 with a horrible coil whine, had to send it back and get my money back.

I'll have to agree with some of the above posters. Graphical anomalies like this generally tend to be the result of hardware failure in the GPU.

I'd suggest trying a clean install of the most up-to-date graphics drivers as well as doing a clean boot. Simply open the task manager and select the 'Start up' tab. Disable everything here and restart the PC. This will make sure that no background processes are interfering with the game.

If these do not resolve the issue, we may be looking at a hardware issue.
