And... Then they'd get reported, muted and hopefully learn their lesson? If not, they get muted again, this time permanently... For such players effectively nothing would change, they'd still end up muted... I don't get how I can make this any clearer...


And then we'd possibly be back to square one with SE claiming to have an overwhelming amount of reports involving harassment pre-match.
This isn't a fight between me and you though, I'm not the one you have to convince here, the PVP community speaks for itself with its behavior and actions, and you are the ones that ultimately will demonstrate SE whether what you are suggesting could actually work or not.
We wouldn't be right back at square one, because the toxic players would eventually be permanently muted, as they currently are. We'd be in the exact same situation we're in now after one season, the only difference being only the toxic players would be muted, the helpful players wouldn't be and can instead foster a more positive community as a result...
Heck, I'd say they're still getting an influx of reports involving post-game /tell harassment, mid-match quickchat and ignore mark spam and such when seasons start... All they did with the blanket mute was bury their heads in the sand. The problem hasn't gone away, it's just evolved, and it's actually evolved into something that's harder for GMs to tackle since a lot of the time it's not verbal based. You know what that does? It indirectly encourages such behaviour, because when people know they can get away with something, they're going to do it... If you actually have a punishment system in place, it deters toxicity. If you actually let the positive people speak, it counter-balances the toxicity as well... Win-win.
If nothing else it's a nice excuse to voice such opinions in the misguided hope that the community reps might pass them along to SE, but this is XIV and it is SE... So yeah, nothing will change, though they're welcome to prove me wrong.

It's generally the worst players speaking up in PVP to berate others, once chat is removed they become distressed because they know they no longer have the ability to deflect attention away from their own subpar play and it must stand on it's own without outside bias trying to cover it up.
