The simplest solution: raise the iLevel and/or level cap.
The problem with that though is that Eureka scales differently than other zones, and the encounters are still heavily skewed towards having dozens of players
What's your point? If the players are more powerful, than perhaps you would no longer need "dozens of players". Stronger players means you can plow through exp mobs faster. Stronger players means you can plow through trash mobs faster to spawn NMs. Heck, I have even soloed a handful of lower-leveled NMs (in empty zones, since they scale to the # of people in the zone) back even before ShB hit (though I certainly won't claim that you can beat them all).
They didn't modify Diadem much after it died, so your lofty plans for Eureka are going to fall on deaf ears unless they're easy to implement.

Wow, someone's salty, also I reported these two to get them removed, because, for some stupid reason, you can't delete your own threads here.
Also, when Paz can one-shot you from a mile away, just "Increase the stats" won't cut it
