I think it's one of those cases where it's an odd wording, but technically correct. Sort of along the same line of grammar as "Transformed into".
I admit I hesitated for a while before posting this, as I have full faith in the LOC team (which they have demonstrated they deserve), but I couldn't quite wrap my head around how this could be just "odd wording."
