Unable to download patch files: ERROR [11006][20639][19900][32]

While downloading the game for the first time, my friend reaches about 1440mb, before receiving the error message "Unable to download patch files: ERROR [11006][20639][19900][32]" Below is more information.

    Platform: PC Windows 10
    Connection: Both Wired and wireless
Other Programs running in the background: Steam, google chrome, discord.
The error occurs at 1440mb downloaded

Solutions tried: VPN's, Swapping DNS, Running in administrator mode, wiping FFXIV fully and redownloading it, swapping to ethernet, verifying the integrity of game files, disabling all antivirus programs and the firewall, changing the files to not read-only, Restarting the PC and disabling all startup programs, and updating to the latest windows.

Good afternoon and thank you for posting on the Final Fantasy XIV Technical Support Forums.

How many times has your friend attempted this? Does it always stop at that exact point?

There are a few things that you haven't listed yet. I'd suggest giving them a try if you haven't already"

    1) Check if the following port ranges are open in your router. You can contact your ISP and request that they open them for you:
    ▼TCP
    54992 through 54994,
    55006 through 55007,
    55021 through 55040

    2) The game will use the Internet Explorer web browser to connect to the internet. Open Internet Explorer, then open the "Tools" setting, go to "Internet Options" and adjust the following settings:
    - Under the "General" tab, please delete ALL browser history.
    - Under the "Security" tab, please move the slider to the lowest possible settings or no higher than "Medium"
    - Under the "Privacy" tab, click “Advanced” and select ‘Accept’ under both First Party and Third Party Cookies.
    - Under the "Advanced" tab, please make sure that "Allow software to run or install even if signature is invalid" is CHECKED.
    - Make sure that all SSL and TLS (EXCEPT SSL 3.0) are CHECKED. [SSL 3.0 should be UNCHECKED]
    - Hit "Apply" to save the settings, and then "OK, to close the Internet Options menu.

We hope we can be of assistance in helping you enjoy the exciting world of Final Fantasy XIV!

Hello! We managed to complete the Download yesterday by going to the file in the directory and deleting the .info file and then restarting the download. To clarify, we attempted the download about 50 - 60~ times, over the course of 3-4 days, always stopping at the same point, 1440 MB. The above solutions also did not work until we tried deleting the .info file of the patch that was failing to download, from then on, every now and then the launcher would crash and fail to update, but we were able to make progress without needing to delete the .info file.
