The best way to go about it would be using the random name generator until it produces a surname you like.
I was there but there is no clear guideline on what a name would be. It is also stated there are names that have not been seen yet. So it feels as if you could just put whichever surname you wanted and it'd be accurate unless I'm thinking incorrectly?
It kind of looks that way to me. They give the sample surnames Nbolo, Jinjahl, Jaab and Epocan.
One looks African, one looks Indian, one looks Hebrew, and the other looks, I don't know, maybe Latin?
I'm pretty sure anything that sounds good to you will be accepted.

It produces the correct naming format for the character you're creating, so everything it will suggest for a Moon Keeper is a lore-accurate Moon Keeper name. So just keep generating names to see what surnames come up, and pick one that you like from that list. You're free to overwrite the name after it's been generated.
I hope a dev comes into this thread with more clarification. If they enter the thread here's what I'd like to know.

The names listed are also like not all that are out there as well.
General rule of thumb with Miqo'te names as a whole is that they tend to have silent Hs and repeated letters. Jaab is an example of a Keeper surname with repeated vowels (aa), while Mhakaracca is an example of one with both the silent H and repeated consonants (cc). Seeker names follow the same rules (see: H'naanza for repeated vowels, F'lhaminn for both repeated consonants and silent H). There's also the above example of Nbolo that seems to follow a pattern based on Bantu or other African languages. I'd recommend coming up with something that uses a silent H, repeated letters, and/or starts with Nb or Nd.
One of my RP alts is a Keeper with the surname Kenphal, which I invented with inspiration from the name Menphina (whom I imagine, as She has a lot of significance to their culture, was potentially also named by the Keepers themselves; I'd have to check to see if either of the lorebooks has any confirmation on this). My partner plays a Keeper with the surname Nhusai (or rather, it was his surname until marriage, anyway), which follows rules similar to Mhakaracca and Nbolo.
As mentioned above, there's always the option to use a surname from the generator; Keeper family names are ancient and many Keepers with the same surname don't necessarily even know each other, just like two people in real life with the last name Smith may only be distantly related, if at all. If you want to be more creative, though, I recommend playing around with certain lettering patterns and phonemes that use the generator names as inspiration. I can provide some more examples if you'd like!
