Is any part of your PC overclocked or does your GPU have a factory overclock? Is any part of your PC overheating?
Set compatibility mode to Windows 7. Right-click on the ffxivboot.exe file and select ‘Properties.’ Then select the ‘Compatibility’ tab and choose Windows 7.
This may not be an issue because you've already tried a clean boot, but make sure that any anti-virus software you have has the appropriate exceptions for Final Fantasy XIV.

No anti-virus. No overclocking. I will attempt windows 7 compatible
Watching this thread closely. I also get random DX11 crashes.
Use RivaTuner Statistics Server and limit the FPS down where the GPU utilization is only at 80% and see if that fixes your issue. If it does you can then undervolt/underclock your GPU or fix/upgrade your cooling as another attempt.
also my cooling is not an issue the game can be running for 30 seconds in the crash happen it's DirectX as literally only ever happened with shadowbringers. I monitor all of my temperatures constantly and nothing is overheating
