    I think there should be an option to retain 1 skill at a time progression if the system was revamped. This is a RPG, so not everything has be the same for all players. However, I don't see what would need to change in response to having more skills available. You can take off all of your gear except for a low level weapon and unsync yourself into low level content as a 70-80 character. Nothing really changes compared to doing the dungeon at level as long as you end up doing about the same amount of damage.

    Conversely, what high level mobs require you to use all of your abilities? High level combat quests can be even simpler than performing your full rotation because some things die before you can get through all of your skills.

    That would be pointless additional work for something that is meant to be transient.

    Then why change it? Leave it alone. If you want to use more or all your abilities, stick with higher level or level cap content. Leave the low level content for those of us who enjoy not having to deal with different abilities, especially if they're going to be nerfed. I can wear Emperor's New gearset at times, but that doesn't mean I enjoy combat with no gear. And if I'm going to be weak, why would I want to go through the hassle of dealing with a full rotation at the same time?
