Can't drag controller skills with mouse anymore?

Ever since 5.0 I can't. Is there a way to fix this?

First things first... There is a small lock symbol in the middle of the crosshotbar. When the lock is closed you can't drag the skills. To open and close the lock you simply have to click on it.

You can still change the order and if you want to delete something from the hotbar just choose it two times in a row and ta-dah! No need to drag anything, I think this is way easier dragging didn't always even work.
