Paladin is my main and I will not use clemency until A. A party member is down and my health is dipping, B. The healer is clearly struggling and I'm down to about 30% health. C. I screwed up and didn't use a cooldown for a tankbuster and there's more incoming damage. I don't try to do the healers job, I do my job which is tanking! I've been in dungeons where I've watched tanks obsessively cast clemency as soon as 80% health. As a healer it's ok because now I can dps more but my dps is not nearly as powerful as the tanks. As dps of course I'm thinking we can dps more, and why aren't we. People can play how they want all they want but in a group dynamic obviously if you're going out of your way to hinder things, people are going to say something. Look forward to it.
