From what I can tell, the monarchy of the Helions has been in place since the time of the Allagan's, from when Gunnhildr was protected by those who originally wielded the gunblade. The gunblade gets its name from both Gunhildr's Blades and the fact that in many ways the gunblade resembles the ancient Allagan gun and the term Gunbreaker itself for the discipline originally being created for combating enemy fusiliers.

Since then the Helion kingdom was annexed into Garlemald since the crown city of their nation was the infamous Bozja. Much like the Doman's with Lord Kaien, they where allowed to keep their sovereign, and the discipline of the gunbreakers was retained as the queen's royal guard.

There seemed to be little love between the Helion's and their Garlean overlords however. In order to press Helion soldiers into service in the army, families of would be soldiers where threatened. It seems like there was also a fair amount of disagreement for Bozja to be the site of Meteor's experimentation.

As of now the monarchy and much of the Gunbreakers where wiped out by the destruction of Bozja Citadel, although a few masters of the discipline survived due to being outside of the city on other business. Right now there is a movement to rebuild Bozja although whether this is with or without the consent to the Imperials is as of yet unknown, but it is certainly possible that since the incident, Bozja and what people are left no longer holds value to the Emperor.
