They could remove "Play" and let Draw recharge once while holding the current card indefinitely. Same result, more hotbar space, less button presses.
What happens when Draw has fully recharged but you still hold the last card?
Does pressing that button use the card, or draw a new one to overwrite?
What if I would like either option depending on the circumstances?
You are not supposed to have either option. If you dont like it you have either Redraw or Undraw.
Play is a redundant skill that servers no purpose after the new recharging skills mechanic.
Following that same logic what would happen if I still dont want the card I got after 3 redraws? - No need to answer, I just use it. Even 3% damage is better than none.

Undraw is still needed regardless of which Card system you're using, it's an essential tool in our kit due to the nature of the system. Adding Play as a separate skill made absolutely no sense just like every other changes they made to the this bloody class.
There's no use to Undraw. At all.
Minor Arcana makes an unwanted card useful.
Before Minor Arcana, you'll just wait for Draw/Redraw to cooldown (you'll have to anyway) then overwrite your undesired card with a new one.
If I'm guessing correctly, you're thinking that it's like 4.x AST whereby Draw & Play is one button? Well it's a separate button now. So if you're holding a card, Play would use it. Draw will overwrite it.
