GNB and DNC crosshotbars resets - doesn't save my setup

Steps:

I will have to explain my own hypothesis for what is wrong.
In expectation of Shadowbringers - I went to visit the world Twintania, expecting there'd probably be much less people on there.
I unlocked GNB and DNC on Twintania, and have mostly been on there consistantly for a week.

While I was on Twintania, there was never an issue with my abilities - but just yesterday - I returned to Shiva - because the queues have evened out and Twintania is just as hard to get into now - and I noticed perhaps 30 minutes later, that my hotbars for DNC and GNB had reset... there were no abilities at all on the first 3 crosshotbars (my only un-shared crosshotbars) - except for Teleport, Return, Sprint and Auto-Attack of course.

So I set up my hotbars again - and when I logged in again today, now on Shiva still, my abilities had reset again... and earlier I disconnected - and I signed back in, and yet again the hotbars had reset.

So my assumption is that, since I unlocked DNC and GNB while on Twintania - the settings for those jobs are kept on Twintania - and while on Shiva, my hotbars keep reseting.


So... uh, to put that into actual steps:

1. Visit another server not-my-own
2. unlock jobs on the server I'm visiting (implying I didn't already unlock them while on my home server)
3. everything works fine while on the server I'm visiting
4. Return to home server.
5. Jobs that I had unlocked while visiting another server has had their hotbars reset to just Sprint, Teleport, Return and Auto-Attack
6. Setting up my hotbars anew, while on my homeserver...
7. logging out, and back in
8. my hotbars are reset once again on those jobs I unlocked while visiting another server.

As additional information maybe to better help understand the issue:
All the other jobs, since Shadowbringers, I adjusted their hotbars while on Twintania, and none of those have any issues, they keep their settings that I did while visiting Twintania... it really is only DNC and GNB, that I specifically unlocked while visiting Twintania, that have their hotbars reset every time I log back into the game


Workaround:
As a workaround (it took long to try, because of the long queue times to get in) I deleted my GNB and DNC gearsets completely, and readded them as new gearsets - now when I signed in this time (after having tried that) - my abilities all remain how I left them on my hotbars, both DNC and GNB...
Of course, even with that workaround - which seems to fix it thus far, it still is an unwanted 'situation' if it is easily fixable.


Revised hypothesis (not attempting because I'm too lazy):
It would appear then, that rather than it being tied to unlocking jobs while visiting another server - maybe the issue is only related to creating a gearset while visiting another server. - or maybe both conditions must be present for the bug to manifest.
I might return later with that info, but for now I don't intend to - unless moderators would like me to give it a try (depends on if the solution is evident to them immediately of course, or if the specific conditions need to be confirmed)
