    The screenshots here look exactly how the game is looking for my friend.

    Edited to add: He has re-installed all video drivers and the Catalyst Control Centre. He has also tried installing the newest CAP.

    Is ambient occlusion disabled? Definately looks like an issue with the shader. Never seen this before but looks like the diffuse part of the light is broken or missing. Just reinstalling the drivers might not be enough. You will need to get a driver sweeper and do a thorough cleaning.
