Making a job's damage reliant solely on if one stat is optimally good at the time or not is bad design (in my opinion). Most seasoned WARs I know (as well as myself) didn't like the change to IR and instead should have just gotten a straight DPS increase rather than the Crit/DH treatment. A one time use for your next skill makes sense, what is basically 40% of your kit reliant on that aspect seems problematic if anything.
The change was actually done to limit the random spikiness of Warrior damage due to Crit/Direct Hit. During this point in time during SB Warriors had very unreliable damage due to the different in damage between having multiple Direct Crit Fell Cleaves and none at all.
