So a 350 potency skill is to make up for the loss slashing in lvl 50 content.

Slashing debuff was 10%
Heavy Swing : 160 -> 200 (25% increase)
Maim : 200 -> 300 (50% increase)
Storm's Path : 280 -> 380 (35% increase)
Storm's Eye : 280 -> 380 (35% increase)

That's a pretty heavy "make up", especially for a content that can be unsynced anyway and is, thus completely irrelevant.
