Advertising twitch/livestreams in game

As of late, I keep seeing advertisements of peoples livestreams/twitches either in the chat or in PF. My guess is that it's not allowed based on the following:

2.3 Commercial Use. You may not exploit the Game for any commercial purpose (for example, advertising any product or service in-game, or use by the operator of a cyber café) without Square Enix's prior written consent.

2.8 Commercial Spamming/Spimming. You may not use (or abuse) the in-game chat and message services to distribute advertisements.

I know one can make money via livestream views, but not all do so I'm not sure if this applies to "commercial use." What do you guys think? Personally, I'm not a fan of seeing adverts like this even if they're not making money out of it.

The ones big enough to be making money streaming do not need to stoop to advertising in game to get viewers. Those adverstising are most likely smaller streamers trying to grow.

I do not know if it would fall under the commercial use section or not.
