Yeah you have to finish the level 80 role quest - the entire questline, not just up to 78. It's silly not to have this quest (Light of Inspiration) listed as a level 80 quest, because you need to be level 80 to finish it.The info which is displayed when you talk to the NPC implies that any one of those role-quest should suffice, but this case seems like an obvious oversight:
- Do every role-quest available including the lvl 78 one, which means the next one will be the lvl 80 one
- Talk to the NPC to get the lvl 79 MSQ
- NPC has the quest-completed icon, but you don't have the proper item for him, as you did those quest previously
From the in-game information when talking to the NPC: "Complete any of the role quest lines available at the Wandering Stairs...".
Either that information is wrong and only the lvl 80 one counts, or the information is correct and any quest counts, but you're required to do the quest while also being on the MSQ for the item to drop.
It means the entire questline. I know, I've finished the entire MSQ (and the entire physical DPS role quest). You need to finish the whole questline. To clarify more - it does mean one role quest - and every part of that one role quest from 70 to 80 - you don't need to do all of the role quests to get it. (As in, all of the healer role quests, or all tank, or all physical/ranged dps - the entirety of one of those four questlines).

The next quest is level 80, so it's not like there's a huge gap between where you would have been locked out. It is silly, no doubt, but saying you are locked out of the MSQ until 80 doesn't change regardless of when you hit that marker.Which means:

Yeah it's dumb. I hit this last night and realized I needed to grind 20m exp to continue the main story.Which means:
- I'm locked out of the MSQ until lvl 80

Like.. I was expecting to get level walled at some point coming up, but it never occurred to me I'd be able to accept a quest I couldn't complete without gaining another level.
That being said, it's the last level 79 quest. So you're going to miss out on 800k exp, but not any more than that.
