She says this: Once you have made a substantial contribution to the safety of Lakeland, Kholusia, Amh Araeng, Il Mheg, the Rak'tika Greatwood, and the Tempest, you will be able to trade with this vendor.

From your picture, you didn't do any in Amh Araeng?

Yeah you need to do all six and then you will unlock the achievement (Merchant's Best Friend), thus allowing access to the traders in the Crystarium and Eulmore.

I FORGOT A WHOLE ZONE. I thought Il Meg and Amh Araeng were the same thing.

Ok.
