I'm a level 62 RDM, I wasn't having this issue pre-Shadowbringers.

It makes playing the class below the required levels for those abilities, which are obtained at 70 & 68 respectively, nearly unplayable since you're locked out of your heavy hitting abilities for a time and using Enchanted Redoublement is risky. You have to wait until the timer on Verholy/Verflare, runs out before you can start casting Veraero/Verthunder again, but you don't know when that timer will run out since you don't actually have those abilities.

Am I the only one?
Its a known bug released with 5.0 patch notes.
