The Southwest portion of the Tempest zone seems to be accessed via a portal in the caves called The Caliban Gap, It's an opening covered by a shimmering blue portal that my character can't get through. I assume it's from a quest or chain that starts in Ondo Cups, but I can't see any obvious start points.
