Do we have to explain the Great Internet (Paraphrasing) Jerk Theory? The reason this doesn't happen to the Japanese or European servers is because no one is targeting them to cause trouble. SE literally cannot do a thing about this attack either because it wasn't on them, it was on the internet pathways they /use/ to transmit the servers. They're stuck until the trolls get bored.
