Actually ice makes a lot of sense for Fenrir as the name is based in Norse mythology. This was mentioned above but Fenrir in norse mythology is a creature that eats Odin at he end of Ragnarok (the Norse end of the world) or something like that.

Besides, Fenrir in Final Fantasy has represented just about every element under the sun. In FF9 he was an earth summon and punched your enemies into space with a giant stone fist (making him one of my favorites ).
