Yeah I agree! For a tanking weapon its too small.
Squall was the same, though. He had no need to hold his gunblade over his shoulder, but he still did. It's clearly just for style, not for any actual practical benefits. I will agree with you that it's weird that the Gunblade isn't a dps class, though. I always found that a weird choice from the moment it was announced, but such is the way of it.
Since the whole class is a tribute to Squall, and he's not really a tank, I wouldn't really expect anything realistic from the class. Rather, I'd equate it to the standard anime badass trope, the guy who doesn't use or wear anything practical and simply just fights with cool moves and stances. A duelist that focuses on style over everything else.

He has the highest base HP and base VIT out of all of the characters in the game. He is naturally more tanky. I don't know where you get him not being a tank from, but that is false. lol
That doesn't even take account him having a title of Sorceress' Knight.
