Thats the thing, it is pretty much not useable; and yes, nobody uses it even pushing the potency on Flamethrower would not make it useable, because you'd be better off just generating Heat and going for your Ballista spam in an AoE scenario.

Whereas just pushing the potency of Bioblaster would be really good in both AoE and maybe even ST.
When the total ticks of Bioblaster exceed the default damage of Drill, it could result in a pretty interesting change in rotation as you can now apply Bioblaster even on a single target when waiting for Reassemble.
