I’m not sure if I’m experiencing same issue as yours.
I’m a controller player, as we know that new expansions = new level cap = more moves = additional hotbars
My main bars I use are 1 and 2, now I started using cross hotbar (bar 3) and my issue is that whenever I want to to switch between hotbar 1 and 2 I have to go through hotbar 3 now (I press R1 without Holding to + button).
Is there away to lock or remove bar 3 while still being able to use it as cross hotbar?
Under Character Configuration --> Hotbar Settings --> Custom, you could set it as your expanded hotbar by setting L2->R2 and R2->L2 to its left and right sides respectively. Then just below that, under the "Set Selection" heading, remove crossbar 3 from the list of crossbars to cycle between (since you'll now have a different way to get to it).
With that set up, pressing just one of the controller's trigger buttons will activate your main crossbar as usual, but pressing both together will bring up your expanded bar instead. The order in which you press them determines which side of the expanded crossbar you get.
In much the same way, you can also set up one of your crossbars (called WXHB for no reason I can figure out) to activate on a double press of one of the trigger buttons. (Personally though, I find the double press a bit too finicky for combat actions, so I just use that one for out-of-combat stuff. YMMV)

There are actually two lists, one for which to cycle between with R1 when your weapon is drawn, and another for which to cycle between when your weapon is sheathed. Did you set it only for one way and then test it with the other? It generally works best if you check both of the "Enable customization when ..." boxes. If you want to use the same hotbars in each case, just have the selections in both sections match. But it also lets you separate them if you want - like I have mine cycle between bars 1 and 2 in combat (or any time I draw my weapon), but stay on bar 3 when my weapon is sheathed (then I have bar 4 as my extended crossbar and 8 as my W crossbar).
The other thing that could account for it not seeming to work is that the whole "Custom" tab of the Hotbar Settings page has an upper half for PvE settings and a lower half for PvP settings (though that whole lower half is optional and can be enabled or disabled). Be sure you're setting it in the right section.
