    Well, yes, that's the point, trade-offs and decision making.

    I don't like the Soil idea because it has only benefits and no downsides - you would simply use it on CD most of the time. Besides, I think Soil is already way too powerful.

    In terms of optimization, I think it's more interesting than simply mashing every DPS potency on CD. Not these specifically, but abilities that have trade-offs in general.
