But "shard" has been used as a synonym for "server" in several other MMOs for many, many years.
No, they think that if character creation on one server is only possible at 3am, then most new players will create their characters on some other server.
Having all servers in a data centre locked for character creation is not something the system is built to handle, but since that only happens during the first week or so of each expansion SE probably thinks it is not worth the trouble to come up with a better system.

You are failing to see the big picture here, its ONLY EARLY ACCESS -- Expansion hasn't even launched yet. The congestion is going to get worse, and for all those new players not being able to create a character when they sit down to play for the first time. SHOULD NOT have to jump through hoops because SE wants to save some bucks.
Plain and simple, NA needs a couple more 2-3 not asking for a 2nd datacenter.....

A brand new player should never be locked out of making a new character. I get restricting current players from making new characters but someone who just bought the game and has no characters should be free to make one and play as soon as they finish their download.
Perhaps NA will get new worlds, next expac, but seeing as most things tend to die down after a couple of weeks it probably wasn't worth doing it now from a business prospective. It's rather difficult to balance players currently, new worlds would struggle just as much.
Interesting. Why should a new player be more important than a current one making an alt? After all the current player is possibly a long term sub, hence a steady source of income for SE, but they can't guarantee a new player would stick around for just as long as them.
Because the new player is potentially more money, while the old player is already established money. The old player can play their old character(s) as much as they like. A new customer needs to be slightly catered to so that they can even have the chance to "stick". The old player knows if they like the game or not, the new player needs a positive experience to encourage them to stick around.

The only annoyance I have with this whole thing is that I had bought my daughter a copy of the game Friday, she wanted to make a viera and play with me. She couldn't. So basically that's 3-4 days she hasn't been able to even make a character because all na servers have been congested.
They need to do something about this before they lose alot of new customers, even some old.
And for the people just wanting to make alts. They at least have one character they can log in on and play. New players that are just starting don't. So it's literally wasted money for a new player as they can't even play at all.
