New Materia Bugged?

Intended. You can over meld 7s, but 6s remain limited. I'm pretty sure it's their way of doing a pseudo stat squish. Outside of crafted gear you won't be using 7s all that much anyway, all tome/raid gear will be able to socket 2 grade 8s.

This logic makes zero sense to me, but whatever. It is what it is. Surely you would just reverse that and have tier 6 overmeld worthy and tier 7 unable to be overmelded? And why is this even a problem considering every item of gear has a very specific stat cap for EVERY single stat? Since the removal of countless materias over the years, you'd think Square-Enix just hated the system and were trying to phase it out over an extended period of time.

Main reason for that is likely the market oversaturation for Grade V and VI materia (thanks patch 4.4!), so having the two new ones is a good start.

In japan the dont name it by number,

Materijya for iv
Hi-materijya for v
mega-materjya for vii
X-materijya for viii

Just a lil bif less confusion, but still better than numbering

Grade 6 is 40 stats. That would allow 160 stats overmeld, which is just too large and would likely make crafted gear BiS. I was fairly sure they wouldn't let us overmeld with 6's.

As mentioned the market is indeed saturated with tens of thousands of grade 5/6 from Eureka. It's a fresh start and one that makes sense. I'm fine with it.
